Roads and Public Works Department

The Roads and Public Works Department is the engineering and infrastructure backbone of the Muzarabani Rural District Council.

Our primary mandate is to plan, construct, and maintain the physical infrastructure that connects our communities, drives local economic growth, and ensures access to essential services.

From grading rural feeder roads to drilling community boreholes, our teams work year-round to build a resilient and accessible Muzarabani.

Our department’s operations are structured around four core pillars:

1. Road Construction and Maintenance

A reliable road network is vital for our farmers to access markets, for children to reach schools, and for emergency medical services to function effectively.

  • Routine Maintenance: Grading, gravelling, and spot-patching of the district’s rural feeder roads and access routes to keep them trafficable year-round.

  • Drainage and Bridges: Constructing and maintaining culverts, piped drifts, and bridges to prevent washaways and ensure safe passage during the rainy season, particularly in flood-prone, low-lying wards.

  • Road Signage and Safety: Installing and maintaining road signs, hazard warnings, and speed calming measures around busy growth points, business centers, and schools.

2. Water, Sanitation, and Hygiene (WASH)

Access to safe, clean drinking water is a fundamental human right. We manage the district’s water infrastructure to promote public health and sanitation.

  • Borehole Drilling and Maintenance: Siting, drilling, and repairing communal boreholes. We also train local Water Point Committees (WPCs) to manage and secure these vital community assets.

  • Piped Water Schemes: Developing and maintaining solar-powered and motorized piped water systems at growth points, rural health centers, and large schools.

  • Sanitation Infrastructure: Assisting in the design and construction of safe, eco-friendly ablution facilities at public institutions and market spaces.

3. Public Buildings and Infrastructure

We oversee the structural integrity and expansion of the council’s real estate and public amenities.

  • Building Construction: Managing the structural design, tendering, and construction of new council projects, including classroom blocks, clinic wards, staff housing, and community halls.

  • Facility Maintenance: Conducting routine repairs, electrical installations, and plumbing maintenance across all council-owned properties and administrative offices.

  • Quality Control: Working with the housing and planning departments to ensure that all public and private construction within the district adheres to national building standards and safety codes.

4. Plant, Equipment, and Fleet Management

Heavy machinery is the lifeblood of our infrastructure projects. We manage the council’s “yellow fleet” to ensure maximum operational uptime.

  • Machinery Maintenance: Servicing and repairing the council’s fleet of motorized graders, front-end loaders, tipper trucks, and tractors at our centralized workshops.

  • Plant Hire Services: Making council machinery available for hire to local farmers, mining operations, and private contractors when not deployed on official council duties, generating additional revenue for the district.
