Functional Roles

  • Tendering and Bidding Management: The department manages the entire competitive bidding process, from drafting bidding documents and publishing tender notices to evaluating bids and awarding contracts, ensuring total transparency and fairness.
  • Supplier Registration and Vetting: Maintains a comprehensive, up-to-date database of approved suppliers and contractors. The PMU ensures that all vendors engaged by the council are fully compliant with the Procurement Regulatory Authority of Zimbabwe (PRAZ).
  • Procurement Planning: Works closely with the Finance and Engineering departments to consolidate the council’s Annual Procurement Plan. This ensures that all purchasing activities are strictly aligned with the approved council budget and strategic priorities.
  • Regulatory Compliance: Ensures all council procurement and disposal activities strictly adhere to the Public Procurement and Disposal of Public Assets (PPDPA) Act and standard national procurement guidelines.
  • Contract Management and Monitoring: Oversees the performance of engaged contractors and suppliers to ensure that goods, services, and infrastructure projects are delivered on time, within budget, and to the specified quality standards.
  • Asset Disposal: Manages the transparent and lawful disposal of obsolete or surplus council assets, ranging from old vehicle fleets to outdated ICT equipment, maximizing residual value for the council.
  • SME and Local Engagement: Facilitates equal opportunities for local businesses within Guruve District to participate in council supply chains, promoting grassroots economic empowerment without compromising on quality or compliance.

Key Focus Areas & Ongoing Initiatives

  • Infrastructure & Devolution Procurement: Managing the timely sourcing of high-quality construction materials and skilled contractors for capital projects funded by Devolution Funds, including the building of ward clinics, classroom blocks, and staff housing.
  • ERRP Contractor Sourcing: Facilitating the rigorous vetting and hiring of civil engineering firms and equipment suppliers for the Emergency Road Rehabilitation Programme (ERRP), ensuring value for money in the restoration of Guruve’s road network.
  • Digital Procurement Integration: Transitioning toward e-procurement systems to streamline bidding processes, reduce paperwork, and make tender opportunities more accessible to both local and national vendors.
  • Value for Money Audits: Conducting continuous market research and price indexing to ensure the council secures the best possible rates for routine supplies, from fuel and office consumables to heavy machinery spares.
