Master and Local Planning: Formulates, updates, and implements the district’s Master Plan and specific local development plans to guide the long-term physical growth of the district.
Development Control: Enforces zoning regulations and council by-laws. The department reviews and approves building plans, monitors ongoing construction, and takes action against illegal settlements or unauthorized land use.
Land Allocation and Layouts: Designs and drafts layout plans for new residential, commercial, industrial, and institutional stands at Guruve Growth Point and rural business centers.
Surveying and Pegging: Coordinates the physical pegging and cadastral surveying of newly created stands to ensure accurate property boundaries and compliance with national surveying standards.
Lease and Title Management: Processes applications for subdivisions, consolidations, and changes of land use. The department manages council lease agreements and facilitates the process for residents upgrading to full Title Deeds.
Urbanization Management: Guides the orderly expansion of emerging urban settlements, ensuring that population growth aligns with the provision of essential infrastructure (roads, water, and sewer).
Key Focus Areas & Ongoing Initiatives
Master Plan Implementation: Actively enforcing the district’s newly gazetted Master Plan, ensuring that all new private and public developments strictly adhere to the designated spatial zones for agriculture, commerce, and housing.
Growth Point Expansion: Releasing and servicing new commercial and residential stands at Guruve Growth Point, Shinje, and Mudhindo to meet the rising demand from investors and residents.
Regularization of Unplanned Settlements: Identifying and regularizing informal or historic settlements. This initiative brings these areas into the official council framework, allowing for the future provision of piped water, roads, and sanitation.
Digital Land Management (GIS): Transitioning toward Geographic Information Systems (GIS) to digitally map the district. This modernizes record-keeping, making it easier to track stand ownership, lease statuses, and boundary lines accurately.
