Functional Roles

  • Road Network Maintenance: Responsible for the routine and periodic maintenance of Guruve’s district road network, including motorized grading, gravelling, pothole patching, and the construction of vital drainage structures and bridges.
  • Water and Sanitation (WASH): Manages the provision of safe, clean drinking water and adequate sanitation. This includes drilling and rehabilitating rural boreholes, as well as managing piped water reticulation systems at Guruve Growth Point and rural business centers.
  • Civil Works and Construction: Oversees the design, costing, and construction of all council-owned public infrastructure, such as rural health centers, classroom blocks, staff housing, and administrative offices.
  • Plant and Fleet Management: Maintains and repairs the council’s fleet of heavy earth-moving machinery (graders, front-end loaders, tippers) and official service vehicles to ensure maximum operational uptime for service delivery.
  • Spatial Planning and Servicing: Works on the surveying, pegging, and infrastructural servicing (roads, water, and sewer) of new residential, commercial, and industrial stands across the district.
  • Building Inspectorate: Reviews and approves private and commercial building plans. The department conducts strict site inspections to ensure all structural developments comply with national building standards and local by-laws.

Key Focus Areas & Ongoing Initiatives

  • Emergency Road Rehabilitation Programme (ERRP): Actively deploying council machinery and overseeing contracted civil works to rehabilitate vital economic feeder roads, ensuring farming communities and rural businesses remain connected to major markets.
  • Devolution-Funded Infrastructure: Spearheading the technical execution of major Devolution projects, specifically focusing on the rapid construction of modern clinics, maternity waiting homes, and school blocks across Guruve’s 24 wards.
  • Growth Point Expansion: Accelerating the servicing of newly allocated stands at Guruve Growth Point and key centers like Shinje and Mudhindo, providing essential road access and water reticulation to attract private investment.
  • Solarized Water Systems: Upgrading traditional bush-pump boreholes to high-yield, solar-powered piped water schemes at community centers, clinics, and schools to provide reliable, climate-resilient water access.
