Job Summary

Guruve Rural District Council is seeking a highly analytical and detail-oriented Accountant to join our Finance & Treasury Department. The successful candidate will be responsible for the accurate preparation of financial records, safeguarding council assets, and ensuring that all financial operations strictly comply with the Public Finance Management Act and local government regulations.

Key Responsibilities

  • Financial Reporting: Prepare accurate monthly, quarterly, and annual financial statements in compliance with International Public Sector Accounting Standards (IPSAS).

  • Revenue & Expenditure Management: Monitor the collection of council revenue (rates, levies, licenses) and manage the accounts payable/receivable ledgers.

  • Bank Reconciliations: Conduct routine and timely reconciliations of all council bank accounts, including specific accounts for Devolution and ERRP funds.

  • Budgetary Control: Assist the Chief Finance Officer in drafting the annual council budget and track departmental expenditures against approved budget allocations.

  • Audit Preparation: Prepare financial schedules and documentation required for internal and external audits, and assist in implementing audit recommendations.

  • Payroll Administration: Oversee the accurate and timely processing of the council staff payroll and ensure all statutory deductions (ZIMRA, NSSA) are remitted on time.

  • Asset Management: Maintain an updated council asset register and track asset depreciation.

Qualifications & Experience

To be considered for this role, applicants must meet the following minimum requirements:

  • Education: A Bachelor’s Degree in Accounting, Finance, or a related field from a recognized university.

  • Professional Certification: A professional accounting qualification (e.g., ACCA, CIMA, CIS, CPA) or working towards the final stages is a distinct advantage.

  • Experience: A minimum of three (3) years of proven accounting experience. Prior experience working within a Local Authority or the public sector is highly desirable.

  • Technical Skills: Proficiency in computerized accounting packages (experience with Promun or Sage Pastel is an added advantage) and advanced Microsoft Excel skills.

  • Attributes: High level of integrity, strong analytical skills, and the ability to work under pressure to meet strict reporting deadlines.

  • Background: Must have a clean criminal record.
